Prerequisite: Customer conditions are evaluated after the customer enters an email address at checkout, even if they are not logged in. If that email matches an existing customer, tag and purchase-history conditions can apply.
This makes shipping free for customers with the "VIP" tag.
After you set this campaign, behavior changes as follows.
Regular customers → No shipping discount
VIP members → Free shipping
